Essentially a guise for a one-man musical operation — multi-instrumentalist and overachiever Michael Gagliano — the self-titled debut runs rampant with psychedelic sensibilities and flower-power precepts. Though accessible and engaging, the material maintains an integrity and intelligence that elevates it far beyond any hint of pop pretense. In fact “She Is All That Matters” emulates one of Brian Wilson’s so-called pocket symphonies; Gagliano’s craft and creativity affirms his higher ambitions. It has all paid off here: The Sails have embarked with what may well be the best bow of the year.
