Carlos Ruiz-Rojas, a cancer survivor and a veteran of a special U.S. Army unit known as Unidades Cubanas, says the U.S. government in 1963 exploited the youthful enthusiasm of Cuban exile soldiers to overthrow Fidel Castro and carried out illegal and inhumane experiments with Agent Orange. In this week’s New Times, Ruiz-Rojas tells his story of how he and four other vets were subject to human testing in Fort Jackson, South Carolina, and how the Board of Veterans’ Appeals has repeatedly turned down his claims.
