Fractured, fragmented, and woefully lethargic, Parker & Lily’s aptly titled third album, The Low Lows, is a sluggish snoozefest that rarely coalesces. Granted, the pair do an adequate job of weaving atmospheric arrangements that can be haunting, harrowing, or heartbreaking, particularly on songs such as “June Gloom” and the shimmering title track, where the supple combination of pedal steel, Farfisa organ, trumpet, and feedback enhance the eerie undertow. Unfortunately, Parker Noon’s deadpan croon cripples the proceedings; his singing’s so turgid and tedious you literally want to shake him awake. There’s more zip in the silence separating the tracks than in these limp performances.
